Try to run NR Configuration Explorer from another computer within your LAN and use the private IP address to access your server, see if you can log in.
If you do, try to use the public IP address to access the server. If you cannot get in, it looks like the hairpin issue. Please take a look at

1.Based on your description, since the dashboard gives you green light, it means your server is running well and the router (port-forward) is setup properly.
2.The test step(1) above double check the NR server status. In the "Log on to:" field on NR Configuration Explorer or Network Explore, you can put either NR domain name, Internet domain name or IP address, for example: 192.168.1.10:32976
3. Some routers may not support hairpin, in this case you have to use the Server Local Address settings to workaround. It's mentioned in the user manual and you can find more posts in the forum.
