I am using the program syncthing. It has it's own peer-to-peer connection.

Syncthing has been using NeoRouter bandwidth and that makes a mess of things with frequently broken connections and excessive bandwidth use.

Is there any way to stop NeoRouter from sending traffic on a given port?

Maybe you should consider limiting network connections from Syncthing:

docs.syncthing.net/advanced/device-allowednetworks.html

After all, neorouter is just another network connection... it does not make much sense for neorouter to know every applications and handle connections for them.
