On Windows, nrservice.exe and nrserver.exe are NT services and they should start automatically when OS starts. You do not even need to login your NT account. You can use services.msc or task manager to check the service status. You can also use services.msc to stop or restart the service.
To debug your issue, you can first check if port forward of nrserver's port 32976 is properly setup. Then you can test if you can connect to nrserver using NR Configuration Explorer (try entering server's LAN ip address in the "log on to" field).
