I had the same problem in Windows 10. I finally got it to work. Here's what I did:
- Remove the driver from the registry:
- Goto HKEY_LOCAL_MACHINE\DRIVERS\DriverDatabase\DriverPackages\nrtap.inf_XXXXXXX (I can't remember the last part, but there was only one nrtap).
- Take ownership of the registry Key (basically, this: http://www.howtogeek.com/77878/take-own ... windows-7/)
- Delete the key
- Extract the installer (NeoRouter-2.3.1.4360-free-Setup.exe) into a folder with 7zip
- Extract the extracted installer (NeoRouter-2.3.1.4360-free-Setup\NeoRouter-2.3.1.4360-Release-setup.exe) into a folder with 7zip
- Manually install driver:
- open administrative command line to: NeoRouter-2.3.1.4360-free-Setup\NeoRouter-2.3.1.4360-Release-setup\Driver\
- Run: tapinstall.exe install nrtap.inf nrtap
- Run installer: NeoRouter-2.3.1.4360-free-Setup\NeoRouter-2.3.1.4360-Release-setup.exe
