If the cpu usage of nrservice stays at 20 or higher, please take a look at how busy is the virtual network. If there are a big volume of packets pass through the virtual network, nrservice requires more CPU for sure, as NR client does not shape traffic or slow down the network speed.
If CPU become an issue for you, you can think about 1) use NR packet filter to filter out useless packets, 2)reduce the through-put to the specific node in the VLAN (traffic control / shaper or similar tool) 3) upgrade your hardware of the host machine.
