NeoRouter won't do what you want. It's not so much a misunderstanding of NeoRouter itself, but of VPN in general.
VPN is an encryption technology. For it to work, you need a VPN device on both ends - one to encrypt the data before sending and the other to
decrypt the data after receiving it.

I believe there is a way to use NeoRouter for what you want, but it would mean setting up a NeoRouter connection between your laptop and a computer at your home, and then configuring your laptop to route
all network communication through NeoRouter.
